Emergencies are events over which we have no control over when or how they occur. Yet, measures can be put in place to deal with disasters when they arise. All response activities require an emergency plan (U.S Federal Emergency Management Agency, 2011).

The plan is not created from scratch, but rather integrates a framework formed by the surrounding communities, such as the Emergency Operations Plan (EOP) or other plans established in other emergency response organizations. To incorporate the appropriate sections, the functioning and applicability of the methods should be examined. Additionally, the views from experienced people who took part in previous emergency efforts should be included when developing the emergency plans (U.S Federal Emergency Management Agency, 2011).

Developing an AEP team

A group of individuals is formed to help in managing various sections of the AEP such as the law enforcement, medical, hazardous materials, fire among other segments. The managers in different parts can access training from FEMA through the online emergency management training. Another strategy is conducting an AEP research where it involves reviewing the required documents and performing a risk analysis (U.S Federal Emergency Management Agency, 2011).

Functions of the various groups and organizations

The Aircraft operator is tasked with providing information that relates to the aircraft such as the fuel, dangerous goods on board and the number of passengers and crew. He coordinates accommodations and transportation for the passengers who were not injured.

The Air Traffic Control duties include the coordination of support aircraft from or to the disaster location. He is tasked with ensuring that the non-support planes are directed away from the scene of the accident.

Airport authority promulgates, coordinates, implements and establishes the AEP to involve the assignment of responsibilities. The body also spreads safety-related information and closes the airport when the accident is severe. It is responsible for the overall recovery and response activities once property and life are salvaged.

Airport tenants are responsible for coordinating the supplies and equipment they offer to the recovery efforts. They also manage their valuable knowledge and human resources. The Animal care is a body that is involved in caring and removing wild animals that have been hit by an aircraft. The organization also coordinates the assistance and services offered to animal victims involved in an accident (Smith, 2012).

Communication Services is an organization that designates and identifies public and private service agencies, facilities, personnel and equipment that is utilized during the emergency. The group also determines the equipment that is prepared and integrated into the emergency communication systems.

Emergency Management Agency is tasked with coordinating the AEP with the local EOPs while the Emergency Medical Services is responsible for providing emergency medical services during an accident which include stabilization and first aid (U.S Federal Emergency Management Agency, 2011).

Phases of Contemporary Emergency plan

Mitigation efforts are the steps put in place to reduce the damages expected after certain emergencies and to reduce their effects. Therefore, when conducting emergency planning, mitigation phase allows the addition of preventive measures in the plan. Preparedness is the act of performing activities such as creating an emergency plan. Therefore, the emergency plan is developed as part of preparing for an emergency (Rubin, 2010). The response phase entails the mobilization of the required emergency services such as firefighters and ambulance. The coordination of the first responders is articulated in the emergency plan. Recovery efforts involve the reconstruction of the community to normalize the conditions after an emergency. The emergency plan provides steps for coordinating the rebuilding and raising financial help to cater for the damages (Federal Aviation Administration, 2009).
