One of the global corporations committed to creating, producing, marketing, and promoting innovation in the US is Taylor Technologies. Additionally, we provide high-quality testing instruments, apparatus, and chemicals that can be used to analyze water. Residential, business, and industrial water conditioning and treatment are the market segments for Taylor Technologies' product. Additionally, waste water processing, spa maintenance, food preparation, municipal water treatment, and beverage manufacturing. The report will be in answer to Mr. Randy Ready's request from the Department of Homeland Security for information on how Taylor Technologies, a private sector company in America, can secure a homeland. I will be acting on behalf of Taylor Technologies organization to give information on the company and challenges faced in safeguarding a homeland within the critical infrastructure sector in communication and technologies.

The report will mainly focus on the role of as well as the obstacles that Taylor technologies face as a private sector in securing the homeland. In the 21st century, defending a homeland within critical infrastructures sector has been one of the greatest realizations that private sectors have focused on. However, there are challenges that these private sectors encounter in securing a given homeland (Calabresi, 2015). Taylor Technologies has over the years met various challenges in an attempt to protect the homeland within the industry. Some of these obstacles have hindered the success of this private organization in accomplishing its objectives in protecting the surrounding areas against remarkable economic, political and social conflicts. In response to the DHS request, the report will involve some of the notable aspects of the economy that touch on the security of the state. These are critical infrastructure within the sector, continuity of operations planning, partnerships, and information sharing with the other organizations.

Critical infrastructure

A private sector has the role in maintaining security within its area of operations. However, the successful accomplishment of private homeland security substantially depends on the availability and accessibility of critical infrastructure within the region and sector. Some of the critical infrastructures that are significant in securing private sector homeland include emergency services sector, transportation systems, information technology commercial facilities and communication sectors (Shackelford & Bohm, 2016). One of the most important infrastructures to the US economy is communication industry.

The communication industry supports all the government, business, and public safety institution operations. The evolution of this sector over the last few decades has witnessed tremendous development in the private sector homeland security. The development of communication over the last century from voice services to a competitive, diverse and interconnecting industry by the method of satellites as well as wireless transmission systems within the US economy. The private sectors are the majority owners and operators of communications infrastructure in the US economy and therefore, has to play the role of safeguarding this infrastructure in the country (Bakshi & Gans, 2010). In maintaining security within a place, there must proper and well-established information technology system.

The information technology within the sector should provide and produce high-quality products and services for the critical infrastructure sectors, citizens, government and commercial businesses. However, there are several challenges that any private industry encounters in ensuring a sustainable information technology in securing the homeland. If the challenges remain unaddressed by the appropriate authorities within the sector, the efforts of organizations such as Taylor technologies in preserving security will continue to be fruitless. Meeting these information technology obstacles requires the team to create an efficient collaboration structure between the private and public sector partners to build a solid security organ. With the protection of the information technology, Taylor Technologies can attain a sustained reduced impact of the events that are likely to cause hazards and affect the efficiency of the private sector organizations.

Continuity of operations

State-level transportation supports will call for a different arrangement of various duties and engagements when disasters occur within the states. The continuity of all operations within the states will require the private and public sectors to maintain sustainable facilities such as roads, tunnels, and bridges as the foundation of all the emergency services delivered. One of the greatest challenges facing private sector (Taylor Technologies) is impassable roads and routes used to access remote areas during an emergency operation such as evacuation of the affected population (Amadeo & Iannone, 2016).

Therefore, the continuity of transactions in securing a homeland essentially depends on the accessibility of regions to provide protection and safety of the area affected. Taylor Technologies as should active its Continuity of Operations Plan will allow the organization to undertake its key operating points and amenities until when the government orders it to stop its operations. Additionally, the private sector organization should ensure their plan for continuity of operations is operative within the minimum approval period for the MEF distraction. However, they should have a less than 12-hour period activation program to allow them to provide a quick emergency response in areas with disasters. Therefore, Private sector organizations can only achieve a strong homeland security by ensuring adequate continuity operations.

Partnership

A partnership is any arrangement or planning whereby two or more organizations, individuals, parties or entities decide to support each other to strengthen their joint interests. Governments of most states within the US are facing remarkable bottlenecks in guaranteeing maximum peace in a world that has become dominated by civil war and terrorism. The insecurity concerns within a state can substantially influence the operations of a private sector in securing a homeland (Clark, Cordes & Roberts, 2007).

In obtaining a private sector homeland, the Office of Partnership and Engagement plays a significant role in creating a suitable partnership agreement within the private and public sectors. The OPE has the responsibility of coordinating the Department of Homeland Security’s impact with significant stakeholders nationally which includes local, state, territorial governments as well as the private sector economy (Amadeo & Iannone, 2016). The US law enforcement industry, as well as the private sector security, have both weaknesses and strengths that need attention to allow them to perform their obligations to the expectations.

In most cases, the public has criticized the private sector for low standards, insufficient preemployment selection, certification, training and regulation among other problems. Securing of a homeland within large geographic regions have been a major issue facing the private sectors. Even though the private sectors have made efforts to overcome the challenge of geographic areas they have yielded little success in securing the homeland. In defending a homeland within vast geographic area requires the Taylor Technologies to enter into a partnership with the law enforcement groups to enhance their efficiency in homeland security. Some of the advantages of securing a partnership with the law enforcement and the private security agencies include;

The law enforcement will prepare the private security agencies to provide emergencies services in times of calamities

Law enforcement can coordinate the efforts to protect the country’s critical infrastructure

Law enforcement can acquire a free training and service

Some of the advantages that private security can gain include;

Organize plans to include the public sector concerning transportation, evacuation, and food services when there is an emergency.

Acquire information from the law enforcement about crime trends as well as threats

Encourage respect for the law enforcement agencies

Building an understanding to the public in regards to the cooperation.

Even though numerous advantages that come with the law enforcement-private security partnership, there are also various obstacles such as mistrust, misunderstanding and information sharing.

Information sharing

Information sharing is one of the critical aspects of a partnership between the law enforcement and the private security agencies. In securing a homeland for the industry particularly large geographic areas information sharing plays a substantial role. The most important step that private sectors can use to enhance their security goals is through setting standards.

The DHS develops standards for sharing information among the parties involved in a partnership in a bid to ensuring safety in a homeland. Moreover, these set standard regarding information sharing in maintaining security should often comply the requests of the ISE. Exchange of information was mentioned earlier as one of the main obstacles affecting the partnership between the law enforcement and private security agencies in securing a homeland. Therefore, the most diplomatic way of addressing the problem is through the setting of various and strict standards for information sharing between the parties involved. In this way, it will prevent disclosure of classified information by any party regarding the other sector who participated in the partnership.
